This is essentially just a cutscene that flips the city into riot mode for the remainder of the game. After Tenpenny's trial is ended early with a not guilty verdict the city starts rioting. This means vehicles start spontaneously combusting, pedestrians start attacking one another and the player, buildings start to smoke and random fires appear throughout the city and pedestrians are more likely to carjack passing vehicles.

The riot makes things more difficult for the remaining missions in the storyline.
