Having both hands up means raised both hands. There are so many applicable uses.

Hands up punishment

The hands up punishment is a form of punishment given in some places, possibly in the military or at schools. In this punishment, one is made to raise his or her hands above the head—a stress position—and remain in this state for a period of time.[1]Template:Unreliable source? The recipient of the punishment may be forbidden to join their hands above their head. The hands up position becomes very painful after so many minutes. Excessively imposing this punishment may cause health hazard and become counterproductive.
