NOTE. When sheet stamps of various denominations are out of stock stamps of Type 7 are sold over the counter in post offices as provisional replacements. The clerk replaces the day in the date with dashes and prints the stamps on plain white adhesive labels. The labels can be taken away for later use. When used they are cancelled like traditional stamps.

At top, "REPUBL" is in large letters left of boxed "UBLICA DE PANAMA" in smaller letters with boxed "CORREOS" attached below. The letters "UBL" are repeated. The stamp appears to contain an error of assembly. Despite this, two different meters have been reported: P 321415 and P 321417
